Tourism does not need to be charged any extra fees that will make more work for hosts to collect the fee and pay the relevant authority.
FHL's should however be registered and shown to be operating as such using an agent or substantial website with an obvious booking history.
With FHL's registered the 182 day fiasco can be substantially reduced or abolished.

Owners not being able to collect the tourism fees as monies are paid by guests to the agents and hosts don't have access to the gusts payment facilities. So the guests could refuse to pay and the owners would have to pay up and be out of pocket.
